With this little sunset scene, it is all about atmosphere and light, as the detail like the boats and rocks etc, are just dark, silhouetted shapes.

Despite not being a detailed picture, I believe it is still very important to get the basic drawing correct. The horizon line of course has to be totally level, and quite high up so that the sky occupies less than a quarter of the height.

This gives us plenty of scope for the reflections in the water and suggestion of ripples in the foreground. Also despite the fact that the boats are just silhouettes, it is still essential that the basic shapes look convincing, and the scale is also important because it emphasises the feeling of recession.
